I think they get points for the criminals they catch from what I can remember - you get loads for smashing a paedo ring or closing down a crack gang, but let's face it that takes time and money. seriously they shouldnt have the right to stop anybody unless suspected, all this who are you where you live lark is nothing but reconnaissance...
basically instead of catching criminals they wait till you become one, then knowing who you are an where you live, they come an get ya......
