In terms of dubstep before dubstep, before garage, has to be Radio Babylon, sounds more like modern dubstep than most of the early dubstep tunes.

not to be taken much seriously, but Im feeling Ripples by Genesis, taken from Genesis Archive #2. if you can find it, look for the drums from 4:30 to the end of the song

Well if you wanna take that route, Renegade Soundwave - The Phantom came out earlier (1989).

There was tons of this stuff in the early 90's, and I don't hear the resemblance to modern dubstep at all.

it's not hard to look backwards and fit tunes into our dubstep box, but i'd agree with GC
