bitcrush and add some 4k to brighten up a snare; also check if it's building up tone in the 500-800hz area. drums don't live too well there.
and yeah, layer claps, a tambourine, or some other bright sample.
Been listening to (Surprise surprise) a whole bunch of Michael Jackson recently, and one thing that sticks out from the 70s era stuff is how midrangey and dead the snare is; it really only exists for impact. the cut and high end come from layered claps, snaps, and tambourines.
