The USA is the worst for using unconventional weapons. They've never said sorry for nuking Japan; you should read the letters in the Hiroshima peace museum between USA officers that flat out state it's not to make them surrender in itself, just to make sure Russia doesn't get to to the main islands first (they were set to land on the main one closest to Siberia within days). The USA forces were aiming for maximum damage to cause a statement about their capabilities to the USSR, that is also stated. The Japanese would have surrendered, nukes or not, and were apparently already in secret talks (which I cannot find under all the probable propaganda repeated everywhere). These letters are openly displayed and children in primary school go to see the truth about the whole thing.
