i don't know much about chinese domestic things, so i can't really say anything substantial, but you said their currently 'extremely impoverished'. if this is true, then it sounds like it can't really get any worse, so i don't really see how decentralization of china is a downside to their situation....
like, it's not like the chinese government are helping those people right now, im assuming

nah, regions in china have a really strong agronomic industry, they can survive without the ridiculous taxes that beijing steals them

They still wouldn't have the infrastructure or resources to deal with abject poverty in those provinces outside the major cities.

True. Definitely would have some people put on a bit of a more intensive program (ie white collar criminals, military people, government workers, fortune 500 execs etc)
