Why dont you try playing it cold until exams are over? Not ice cold mind you, you do have to keep the lines of communications open, but limit your interactions and when you do interact with her, keep it short, sweet, and funny.
One of two things will happen
1. she'll get scared that you fallen out of puppy luv with her, and shell start making moves
2. shell get scared that you've fallen out of puppy luv with her, and go nuts, and make no moves
Regardless of the outcome, that's gold for you. Chicks love it when your hard to reach.
In either case towards the end of exams, call her up and make plans with her to go someplace nice for drinks after the exams. Like a nice trendy bar, one on one.
Get a FEW drinks (or dinner and no drinks) with her there, rub her arms, lower back, grab her hand a few times. Don't kiss her yet. Walk to another venue, make sure its a nice walk but not too long, and keep up the banter, then at the second venue, do more rubbing, hand holding, then kiss her. not the full make out though, but little kisses throughtout the night. Chicks love that crap
You prob want to make the plans early, before you and her get dragged into other end of exam celebrations, in which your chances for getting c-blocked rise greatly.

Oh, and I swear down this is getting more and more worrying
Things felt like they could happen at any point at first, but having to stop it happening for so long is becoming a massive problem I reckon. Not really much I can do about it though, I know she doesn't want anything to happen now, but 3 weeks is a long time to keep things going...without anything happening
GAH!! Literally worst timing ever. Meet someone I could actually see something happening with for straight up the first time ever, and its the only time that something can't happen
"Frustrating" doesn't really cover it to be honest.

Kind of, ignore her?
She does drop round occasionaly/see her in the library or whatever, but beyond that I might stop actively getting hold of her etc? It will stop me losing the plot slightly, and might avoid the ever potential descent into friendville? Makes sense in my head. But then, alot of shit does.
