Supporting Seckle on this one. Maybe with the partial IP addresses to prevent some of the issues discussed here. It won't solve everything but a superimposed banning policy, shame list or whatnot would end in next level whining.
Just my two cents, don't get aggy over this please. (Just having to write a disclaimer like that says something about the state of affairs here don't it?

naming and shaming, in some sort of published list...is NOT a solution.
or have a set given amount of time/posts before a user can start topics, but not reply to threads (time being the one that is better)
personally i think you should just expand the mod team some more if you guys are so swamped, either that or actually show people how the reporting system works to make things less a headache for you guys.

i don't understand your complaint then if you're actively telling people how to harvest IP address off this forum...
additionally i'd still have to open some sort of connection with a third party site before you could run a script on machine...
