One of my fav 12"s I own.
It's one of those tunes that just stands out without even trying.

Sounds to me like white noise with a wet reverb or maybe a really long reverb from a clap or snare with a bit of chorus or flanger and a tremolo/volume with lfo with the speed of the lfo automated.
