I dunno man, every single quality girl ive been with I met in public (grocery shopping, getting coffee) I guess the difference is that I have the social aptitude to know when a girl wants to talk to me. I've always gone in with clear signals (the look, smile etc). Being able to pick up on signals women put out when interested and doing proper recon is a must. There should be an instructional video out there on how not to be a a grease-bag pick up sales guy.

Out of my entire harem, in the last 15 years ive only been turned down 8 times, but all those times the initial interaction was warranted and wasn't out of place because they were legit flirting and ended up feeling guilty about their BF's in the end, that would put me at a 93% success rate. Of course what wants to talk to you isn't always prime but hey, you get while the gettin's good i guess.

Nah seriously crossed the road / given a wide bearth a number of times when i've seen a girl/woman looking anxious walking alone at night in back streets in shitty areas, doesn't exactly take much effort so why not?

but like topmo3 said, people trust each other more over here, England is full of rapists and drug addicts so women have every right to be more anxious at night when on their own. They are much safer here.
