Joker's heavy on the stuff too. Most "purple sound" proudcers are.
But yeah Hyperdub is great for this stuff.
Also stuff commonly called "Skweee" and/or "Wonky" is full of low bit sounds and is kind of dubsteppish (or at least "bass music").
