quango, quasi non-governmental organisation, quasi-autonomous non-governmental organisation. They are body's set up that are independent to the government but, who have a lot of influence on how the government deals with certain issues. They are a relatively recent invention that date back to the late 80's They are totally unelected and totally unaccountable to the population and there for totally undemocratic and should be scrapped :D
