If you were wearing the best ear plugs and muffs in the industry at the same time you can get an NRR(noise reduction rate) of 36 decibels. The LRAD can produce 155 decibels when you are in the beam. Take 155 minus 36 and you get 119. While 119 is no where near safe it is much more manageable than 155. It is the equivalent of a snowmobile being held full throttle which I have been around many times. Is it safe for your ears? No, but it will significantly reduce it. Fuck The Who set a concert record when their volume was officially documented at 120 so 119 isn't so bad.

That's the thing though, they wouldn't. The LRAD doesn't just amplify the sound in all directions, it is a highly focused beam. If you are not in the beam you will barely hear it so that is what makes it so appealing. There is very little collateral damage.
According to the manufacturer's specifications, the equipment weighs 45 pounds (20 kg) and can emit sound in a 30° beam (only at high frequency, 2.5 kHz) from a device 83 centimetres (33 in) in diamete
Only people in front of that 30 degree beam will hear the noise.

Riot police already have plastic bullets, tear gas, batons, shields, tasers and, in some countries, proper fucking guns.
This seems like a relatively sensible idea compared to those. Ever seen somebody shot with a plastic bullet? They're called "less lethal" rather than "non lethal" for a reason.
This is like the reaction when Daily Mail readers hear that a paedophile might move into the neighbourhood.

I genuinely would rather my money was spent on non-lethal deterrents rather than less-lethal ones.
