On Monday, Jean Demay, DISA's technical manager for the agency's Transnational Information Sharing Cooperation project, happened to be at the headquarters of the U.S. Southern Command in Miami preparing for a test of the system in a scenario that involved providing relief to Haiti in the wake of a hurricane. After the earthquake hit on Tuesday, Demay said SOUTHCOM decided to go live with the system.

except it happened before, including on 9/11
we have no solid options grounds yet to be certain of anything, but history, the big american presence there and the probabilities make a coincidence consistently less believable

And? It is no surprise that the US has an action plan in place for when sudden natural disasters strike in the US or country's very near their borders. And certainly after hurricane Katrina. they want to be seen as ready and able and not, incompetent buffons.

So is your implication here that the US knew it was going to happen/caused it?
I suppose knowing it was going to happen is possible, isn't there a way to predict earthquakes?
Even if they did know, there'd have been no way they could relay this message around Haiti for an effective evac within that amount of time, it'd be better not to cause the panic and keep preparing probably.
Obviously they didn't make the Earthquake though.
But the most obvious reason for this is coincidence. Surely all charities, countries, authorities and governments are constantly training/planning/preparing for possible disaters? I mean it's not exactly a HUGE coincidence, Haiti is in a place where natural disaters are commonplace so just because they were training the day before that doesn't mean anything fishy is going on.
Sometimes, I think about calling someone then they call me! It's happened about 20+ times.

what is more disconcerting is that if they have a similar strategy for relief already in place why are they so incapable of getting the aid on the ground and more then capable of getting the troops on the ground. Maybe French assumptions are right...
Does anyone know who is in command of the relief effort? Is it the UN Food Programme?

I'm not sure I've seen mention, but most reports seem to be coming out of the US Army and the Pan American Health Organisation. The UN obviously have a presence there already and are now upping troop/supply numbers.
I wonder whether the inefficiancy is due to so many different organisations wanting to be involved...

I reckon this. When I last heard there was atleast 20 different organizations working there, I'd imagine they're having communication and logistical problems all over the place, must be completely mental.
I think transport is also a major problem, all the roads are fucked, the port is ruined, the airport is tiny etc etc

i'm sure what he'll be saying is that the US caused the earthquake with HAARP as a weapons test... which is of course proven to be fact by a couple of coincidences

i was watching the news the other day and they were saying that after the boxing day tsunami they've implemented a system of "clusters", so that each cluster will be responsible for it's own relevant works, ie food, rescue efforts and so on. probably not explained that properly but it's along those lines

there is no way to predict earthquakes with more than mins before and i bet my ass the mathematical probabilities for a coincidence is the same as me meeting mickey rourke at the same coffee shop in seoul
would be helpful to see how often they conduct operations so specifically targeted on haiti

this, i dont get why people feel the need to bash the relief effort when it is obviously a very complicated and difficult job, especially due to haiti's location and economical situation. instead of slagging off the relief effort and questioning their abilities, why not contribute yourself to where you consider to be the most useful place to donate your assistance and have your thoughts for the people of the country not the efforts of the aid people?
this isn't aimed at anyone in particular, but it just seems wrong to me that the media would put so much effort into covering the mishaps of the aid relief when that effort could be put to better use to help out the people of the country. yes obviously there have been problems, but i think they are inavoidable and as long as there are best efforts put into damage limitation and accomodating what is left then there is not much else we can do in the face of such a tragedy.
sorry this isnt a particularly well worded rant but i couldnt figure out how to vocalise something i feel this strongly about, i have family on the island who are there seeing and hearing about this on the frontline of it and i think there are much more important things to do than bitch about the relief efforts problems.

They'll always focus on the negative, because it sells more papers, increases ad rates etc etc.
I'm sure all the organizations there are doing they absolute best they can given the extreme circumstances, and there's not much more you can ask than that!

Meh, it's nothing really. FEMA also have vast reserves (in the millions) of plastic family coffins, stick an entire family in one of them and bury it. They're stockpiled in huge quantities and the fruit loops at Prison Planet think it's part of some 'Final Solution' for flag waving patriots. We also have similar schemes in place but they're terribly British, instead of vast stock piles of coffins we have warehouses stacked to the roof with tea, scones and lots of blank invites addressed to Vicars for afternoon tea on the lawn.
