Ok.
A youtube encoding of a video of someone's Tivo recording of a television news programme shows a womans eye momentarily turn white
THEREFORE
The woman is not a human female but rather a humanoid lizard creature that is allowed to wear a human suit so it can present the news
U R MENTUL M8
edeet* I mean to say that whilst this is not as explainable as every other alleged example I've seen (they are all, without exception, video codec errors),
the immediate jump to link this occurance to an outlandish conspiracy theory just because the channel in question is Fox News (traditionally hated by most conspiracy theorists right?), seems like a fairly crazy leap. Considering the chain of transference from the original source and the Youtube video I would consider the myriad of technical and natural anomolies before resting on the idea that she is a lizard

unknown to you perhaps sir
This is a codec error as I referred to. If you have ever fucked up when remuxing or transcoding video you will have seen this. If an area of the footage is still for some time and then moves very slightly it will 'lift' the original frames and drag the colours and tones around following the new movements. It causes the sort of distortion you see here, this is not a 'real life' phenomena, seriously.
Lo-res video does not help explain this very easily. The lights are very bright and appear to be reflecting off of his eyelashes in the first example. The black eyes bit is similar to the issue from the first video, you will notice his mouth does the same thing and you occasionally don't see his teeth properly. The fact that this is as lo-res as it is doesn't help but then again it is probably what is augmenting the distortion, can't really tell for sure but if this bit of footage screams 'He's a reptile humanoid in disguise!!' I think you need help.
The are 2 really bright spotlights reflecting on either side of his pupil.
Aside from the aforementioned video issues there is nothing here. Look at the light reflecting on her hair. These videos are distorting constantly thanks to the chain of transferring and encoding etc. This video doesn't even make her look reptilian at all, the uploader must have a very vivid imagination.
Look at how brightly lit her face is. Her eyes are completely lit up. Apart from that dark slender form in the centre. What could it be, a reptilian pupil failing to shapeshift, betraying it's overlord owner?? OR THE REFLECTION OF THE FUCKING CAMERAMAN?
So it's not all video issues cited as proof for this crap but imo it's ALL completely explainable. But not in a 'they are alien lizards' way.
This is the best evidence around and it's all shit.

i didn't think it was a good video, but the religious conviction that the world is the way you think it is started stinking again.
