Funky breaks, me thinks. It's what jungle came out of in part but it's probably changed it's sound a bit since then. Check this out

gotta say i love the number of producers who decide to include some wobbles in their house or hip hop or whatever and then they call themselves "wobble house" or "wobble lordz" or whatever the fuck, and then, in the end they just chuck some aggy dnb-esque midrange on their shite.
anyway...what youve linked shares a lot more in common, sonically, with breakbeat than it does dubstep... hope that helps.

My mate described this as a mix of breaks, dub and dubstep:
It's just a particular element that's being overgeneralised from (the bass in this case)

yeah great example. thats a sick song but there isn't really that much separating it from late 90s ragga jungle/dnb/breaks... I mean thats a fucking hoover sample right?

Well it's laid-back but funky jungle at 140bpm so breaks yeah, the bass isn't quite a hoover but it's most probably a pair of reeced saws with a bit of waveshaping. The only thing separating it from late 90s ragga jungle/dnb/breaks is that the production is more polished (not exactly better for it either, I might add). Still a good song though, just a shame about the repetitive drums!

If it's 90 BPM then surely it's just sped up DnB?

I think you mean slower DnB which fits the groove template of hip-hop but is in a DnB styling but not half-speed hence funky breaks. Put on a hip-hop track and adjust the pitch/speed to +100% and you'll see what I mean.
Another quite amusing coincidence is that the drum patterns of heavy metal coincide with DnB (kick snare kick kick snare) and songs are also around 140bpm like dubstep so I think that is how there has been quite a large degree of success with cross-overs (E.g. Pendulum, Distance) and the resulting interest from previously uninterested 'foreign' fan bases. I still can't find a track called 'Heavy Metal Grime' that came out in 2006, damn that was heavy

Hem (geiom), ultragamma (XI), ill.Gates, mimosa, eskmo, mosca, Sub Swara (i'm a bit partial), some mala bits, some silkie bits, DJG, breakage, amit...
you're in a tempo where you can bridge the gap between hiphop, dubstep, autonomic and (dareIsay) drumstep. proper forward-thinking music.
