it's trickier than it would seem, but it's all about the groove between the percussion, bass, and sounds in the tune and how they play off one another
one thing I've learned from my own productions is that a lot of times a track will sound faster if you have some sort of constant percussion (e.g. a couple of hats repeating throughout on the 4ths/8ths/16ths). I tend to use a lot of different sounds and mix up the percussion a lot, but this can actually slow down the track a bit if you're not careful.
edit: fuck this forum, there were no posts in it when i tried posting it, every time i tried posting instead of working it brought me to that page that said someone else has posted, i clicked submit, this happened like 5 times, and then it just posted all of my shit at the same time. I'm in a bad mood this morning, fuck all of you.

Busier percussion lines, more space between the main kicks to give some space, then double up kicks at the end of each section to usher in new elements. Be mindful of not having too much going on at once in a tune that it sounds messy and disjointed.

shuffle, syncopation, and dynamics.
If all you have is kick on 1, snare on 3, and some super-huge hat from a sample pack playing on 8th notes, then yeah-- it's gonna sound slow.

I would say shuffle of the hats with delay is a good way of increasing rythm without altering the tempo.

Have to say I disagree with this. You can only really get away with delay on the hats when your making a tune that's got a more paced feel to it. Old DMZ stuff etc, that 'old school' dubstep vibe suits it really well but if you want fast feeling dubstep (I think 501 is a master at this, regardless of what you think of his tunes) then you gotta take a lot more influence from DnB I reckon. Like others have said it's all about getting a good groove going with those hats on the 16/32 beats. I'm no pro at this style but I think using hats, shakers and bongos/rim shots/wood blocks etc together to make a nice fully flowing hat rhythm before you put your kick/snare in is a good way to go about it.
An easier way to cheat and get a faster feel in the music is to put shitloads of kicks in there XD some people manage to pull that off quite well.

Use some chopped up breaks and ghost notes maybe a bit of percussion but don't make it sound like something from the lion king.
