I think the Ten Commandments are those bequeathed to Moses in the Old Testament (or Talmud, in Hebrew) as Rastafarianism is based on the Church of Ethiopa, which itself in turn is basically Judaism circa Temple of Solomon II-time (I think, it could be the first temple) with a Christian facade. The Church of Ethiopa's a big thing for Rastas and it features a lot in the culture in subtle ways, like the Tabot soundsystem in London represents the UK equivalent of the 'Tabot' relics used in Ethiopian religious ceremonies to represent the Ark of The Covenant (i.e. the container of tablet inscribed with the words of Jah that were given to Moses).
Go research it, I find it really interesting personally.
