I know it's not strictly dubstep. It is interesting though.
Maybe benga, skream et al were trying to make Art of Noise tunes.
But remind yourself that this is a half time beat in the 140bpm region and has bass, space and pace to it.
This was back in the 80s.

yeah, 1:30 and 3:00 in that video version have been sampled ad infinitum
I also note an open kick @ 2:30 which has probably already made its way into our 12th gen sample kits long since.
What a groove! As I'm listening again, it's hard for me to believe I haven't heard it before, the whole thing sounds so familiar*. Here's the extended, non-video mix with some extra riffs in the later half:
This kind of extended chillout crunk reminds me of Bass Mekanik. Love it.
*Come to find out it's on the GTA:Vice City soundtrack, there we go. Guess Rockstar heard the Miami in this track too.
