Was wondering if anyone knows of any other softwares for syncronizing samples better than propeller heads recycle i.e slowing down or speeding up the sample without effecting the actual pitch of the sample ,

You can do it in FL studio and most DAWs i assume. In FL you can select various timestrech options such as "tonal" and then just drag the sample to whatever size you want without the pitch being affected.

as far as i know u can't do that in reason because reason isn't capable of working with audio-input.
either u do it in audacity, export the file as a wav and load it into one reason's samplers (nn-xt or nn19) or
u get record which can handle audio-input and other than that has the same functions and workflow as reason (afaik; i'm not familiar with record)
to get familiar with the principle behind it search for the terms "time-stretching" and "pitch-shifting"
