I am pretty sure its a taken from an early mortal kombat game. 1 or most definately MK 2!!!
there were some easter eggs in it where one of the producers showed up in combination with that exact sound.
it wouldnt surprise me, cause the "victory" sample towards the end is from MK too, I think
