Well, garage is house from new york that has a certain bounce to it. 2 step is a strain of UK garage that doesn't have a 4X4 kick drum pattern, and has influences from drum and bass and breakbeat with then flexing beats and low sub basslines.

Imo Garage usually has a 4X4 beat and 2-Step has different drum patterns, like someone said above it takes infulences from breakbeat and d'n'b. 2-Step also has those low basslines.

Burials drums on his debut LP were very '2-Step ish', if that gives u an idea of what they sound like. EL-B is a good example of darker 2-Step.

I could be wrong with my description of the differences, thats just how i see it.

4x4 means it has a kick on every beat, theres no 4x5 or 5x4, your confusing it with time signatures.Untrue is in a 4/4 time signature, but it isnt 4x4 in the sense that it has a 4-to-the-floor beat.

4/4 IS a time signature.

i thought 2-step was just a swingy broken beat, sometimes with a 4x4 kick, sometimes not. And Garage as a specific genre characterized by a 2-step beat around 130-140bpm, with cut-up vocals and stabby chords. Its all semantics anyway.
