when i have channels on my step sequencer, should i raise the volume on the step sequencer all the way to 100 percent and then control the volume on the mixer? because when i load say, a kick drum sample, its a lot lower of a volume then when i preview it in my browser.

just keep it where it is and worry about the volume when it's time to mix

It shouldn't be a problem unless you can't enough volume, but you'd have to be working with very quiet samples for that to be an issue.

^ if the samples are a really low volume just hit 'normalise' on the sampler and it'll bring the levels up to 0 :)

get the volume right as early as possible in the signal chain, your mixer faders will have better resolution in the end
