Who sampled who? (Skorge/Owl City)

Hi. I recently noticed that Owl City's song "Bombshell Blonde" uses very similar synths as Skorge's "Overtime"
Who sampled who?
Skorge is known to use a lot of samples. I have vocals for his "Don't You Think". I have the bassline for "Save You" (but he cut it up). And he stole the melody from the Inception soundtrack's "Time" (which he used in his song called "Epilogue"
Bombshell Blonde was first uploaded to YouTube August 17, while Overtime was RELEASED July 3rd. (Bombshell Blonde is on his album "Midsummer Station" which was released on August 21.
My friend facebook messaged Skorge and showed him this. He replied "hmm it does kind of sound like overtime xD", not taking any action
