Filtered/Wobbly/Crackly how to recreate this sound?

Hey guys I would wondering if you knew of anyway to recreate the filter/wobbly/crackly sound over the keys and most of the track at the very start of Sugardaddy - How Long (Tensnake Daylight Dub)
I don't know if it's use of outboard old gear or wether its been artificially produced but I love it!
Any help would be greatly appreciated.
