Becuase making new threads in Dubs is limited to those users with 50 posts or more. This is to discourage one post wonders spamming their tunes, and to foster a community spirit within the Dubs board.
If you'd like to get your post count up, I would suggest listening to and giving constructive feedback on tunes that other users have posted
