How do I make this "whine" sound?

In this song, at 50 seconds in. The first time you hear it is at 28 seconds and it's screechier sounding but it's clearer at 50.

Map one of your envelopes to the scream filter and push the attack to be slower and map that to the cut off of the scream and have it come from just before half way to the top
