Is this a VJ template?

I want to put my tracks up on youtube along with a synced video to look at. I just noticed this video that also seems to resemble Skrillex's Recess videos as well. It has some graphic with the EQ style lines dancing around it. I am just getting around to looking into VJ tools but I am really unfamiliar with the tools. Is there some program where you can set up a video like this?
