Network.
Talk to other producers and swap tunes, ideas and eventually you'll start building a following from a nudge here, a nudge there.
Its GOT to be organic, you don't make big tunes then people flood to you. You've had 34 plays and 15 comments, I wish my tunes had that kind of ratio things ain't so bad!
Send your stuff to DJs and even if you're posting to 20 people, still post actively on your facebook fanpage.
Hope this helps, its how I've always done things.

Do:
Set up a fb profile for your music ( Noone wants to read what you had for dinner so keep your personal account separate)
Find blogs/DJs on soundcloud/mixcloud/facebook and politely ask if they mind you sending stuff over from time to time
Speak to producers around your level, offer feedback and ask for some in return
Search out people to collab with
Present a professional image wherever possible
Be humble, theres thousands of people just like you trying to get their shit heard so your nothing special Keep that ego in check
Support your peers
Dont:
Spam your tracks everywhere, while you might get a few more plays people are likely to ignore your future posts as your just a nuisance filling up their fb stream
Post shit on fb about how ' its so hard/lonely/ace being a producer', 'this new bass ive made is fucking sick' no one cares and it makes you sound like a twat
Post half finished tunes or WIPs, while it can be useful to get feedback while your still working on something posting for the world to see makes you look unprofessional Instead build a network of a few people who will give honest feedback and send them private links
Follow people for follows and unfriend them after, people who do this get a bad rep and get ignored in the future

Objekt was asked this on a Q&A on here, really good music is very easy to promote in electronic music, make something special and send it out to a few djs (post > email) and get lucky and you can have a nice release.
The hardest thing is to get influential DJs to even listen to your music, they get flooded with music so pick only certain ones out.
Go to nights with CDs and chat to the DJs/producers you respect, mention you are a producer and ask advice, ask if you can give them a CD.
legend4rys right about networking with other producers, it will help your production also.

Sounds about right. Make sure they are quality controlled to FUCK, only the best of the best, and with a basic mastering job so they stand up against more professional releases and can be played out without sounding out of place.
Ensure full contact details are on the CD (cheap labelling kit does the business here), inc. phone number, email, relevant web addresses (FB music page, Soundcloud etc).

i tried to give a cd to ben ufo once but i fell over and it split on the floor outside the club haha- i reckon god just didnt want me to be signed to hessle

Yeah i failed to give a CD to Levon Vincent when he was dancing by him self for an hour next to me, wasn't sure it was him and pussyed out asking "m8 are u Levon Vincent?", then he went up to the booth and played so i'm pretty sure hes Levon Vincent now.

wrecked in more than the drunk sense though, i wouldnt get my gurn on in some next top 40 club, that would probably be the only time MD is depressing

Personally I go through Facebook and Toneden. Facebook because of the fact that it's the biggest social network in the world and toneden because it sets up everything you need if you i.e. want to send your music to a label etc.
It's new but I really recommend it!

Twitter is cool man! You can tweet your links to tracks, But you have to build up good followers. And it is little time consuming. Just search for the people might like your music. Search something like "dubstep lover" and you will find hell lot of guys who will fall for anything that has a "dubstep" on it!
Follow them, tweet, interact, Play it cool
