Imho.. Dubstep is a genre of music heavily characterised by dominant low frequency sub-bass. This sub-bass sound is not static, the frequency changes consistently just like any normal melody. The music as a whole almost always sounds minimal and uncluttered i.e. there is rarely any excessive noise thrown in just to fill spaces. The beat pattern appears to differ from track to track and not necessarily follow any pre-defined rule, however, it may generally be described as a breakbeat-like pattern. The beat tempo is always in the 136 - 140 bpm range.
My 2-pence worth,
Peace

I mentioned it to a vaguely camp guy at breakdancing last week
(he was new, and had 2 years experience of doing the SAMBA),
only to get the reply "that sounds really old fashioned. is it like the foxtrot?"
i normally try to relate it to other music, to help them out...
but if they're living under a rock and don't know what dub,
2-step or grime is, i start talking to them like they're 95 years old.
YES, grandma.... it's SLOW and BASSY.

If you take the funky drummer, or any old funk break, and substitute drum hits for bassline, and substitute the old bassline for drum hits... that is dubstep.
