As far as I'm concerned, anything that says one race is better than another race is discriminatory and racist. Haven't read the article yet, but if you say there's radio stations that play only certain races' music, there is nothing wrong with it unless it promotes the superiority of that specific race over any other race. (eg. Black Power, White Supremacy, Aryan Supremacy, etc.)
EDIT: After having read the article, and your responses, I'd have to say that you both make good points, he just comes across as a douche making the same points as you guys. And yeah, urban areas may be predominantly inhabited by black people, but "Urban" music doesn't have to be "black" music.

well theres obviously none of that involved. I guess its music of black origin (perhaps?) but i dunno, i just dont see it as necessary. i mean it could never happen the other way round..

"Urban music" makes no sense. Simon and Garfunkel were from New York, does that makes Bridge over troubled water "urban music"? Does it fuck. "Urban" is a euphemism for black. Why not just say black?

fuck that! Urban music to me just means inner city music, the sound of the underground etc. Nothing racial about it.
would you call dubstep black music?

They are using black to refer to their audience more than the origins of the music. If they meant of black origin then the majority of popular music would be eligible to be termed as such. What they mean is music predominantly listened to by the black community, or just music that is conspicuously listened to by said community. So that would be a no.

If you don't think hip-hop, r'n'b, dancehall and garage have a different audience to what's played on Radio 1 and that there's no racial element to this difference I would like to know what colour the sky is in your world.

This may be true but using the same logic, can you see a show specialising in rock music (radio 1 rock show for example) being billed as 'promoting new white music'? I think it's the double standard that pisses folk off.
Not that I would have a problem with that btw, people shouldn't be afraid to call a spade a spade.

It's not a double standard. We live in a predominantly white country, everything unless otherwise stated is geared towards a general audience, meaning a generally white audience.
Edit: Oops didn't read the last bit of your post
