Time streching is used in a lot of music. Its not really typical of dubstep. I think there may be a liitle confusion here about terms. I think what your talking about is half time. Which is were you put a 1bar beat over 2 bars of time, for instance. This is not time streching. When people use the term time streching they are usuelly talking about a technique were by you take a piace of audio and use a tool to strech or compress the duration of it ,depending on what you want to do, with out altering the pitch. It also works the other way around. You can alter the pitch without effecting the duration.
Half time is easy to achieve in any sequencer. Rather than having the Kick on the first beat and the hi hat on the 8th (half way between the 1st and 2nd beat) and the snare on the second beat, you may put the hi hat on the 2nd beat and the snare on the 3rd beat. There by achieving what is known as hlftime/step. You can then experiment away until you have rythem you like.
I hope i haven't been to confusing or patronizing and hope this is of some help.

What are you using? Most sequencers have a time strech facility. Peak is a good alround stereo file editer.

lots of SWING!
it's good to listen early dubstep like horsepower, or the 2step that came before to get a sense of how the swing, syncopation and triplets are working. even if it's not prominent, it's the underlying structure of the best current dubtep (and totally missing from the worst).
hardware

For timestretching in cubase:
Easy way-
Double click object selection (the little arrow/pointer box at top of screen) click sizing applys time stretch and size the sample to how your want it.
Or-
Find the tempo of the sample (project>beat calculator) double click sample, hit the musical note key (next to warp settings) enter tempo, hit warp setting and select (drums, vocals, pads etc.) then when you change tempo the track will be locked with it.
If u mean crazy proper timestreched drawn out things tho then cubase usually makes a meal out of it (unless its pitched down alot), so i use Dblue Glitch (google it if u want it) which gets some good results.

what a great statement, fills me with reassurance... not that i know 2 much about these artists u speak of
nor I need much reassurance as these styles are being clearly demonstrated by lots of great dubstep producers emerging from all over the globe!
big up

get a recorder, throw it down the stairs, then play it in reverse through a shoe, should give some big bass
