noise oscillators work pretty well coupled with low pass filters opening up on an envelope

Hi Sock494
Welcome to Dubstepforum!
I tried to listen to & download the example file but couldn't access it.... Any chance you could post another link to it on a different file hosting site?
With regards to your text description, it may be possible to achieve a windyish synth using the phase modulation controls on the subtractor. I can't give you any exact settings until I hear the sample of the sound your after.....
Using Malstrom within Reason, you could experiment using the 'Breath Voices', 'Breath', 'Resonant Noise', 'Pink Noise' & 'Game Noise' oscillator settings.

There might be more noise-types in your synth. Look for pink noise, it sounds mellow.

Ez
Thanks for reposting the sample!
Both sounds were layered, the second one a synth with a recording of 'outside' somewhere. If you've not got any ambient outdoor samples, search for them on Freesound.org.
Alternatively, try creating the windy and crackly layer yourself before layering it onto your meaty synth of choice.
I've attempted to make an airy crackly sound using the Malstrom, the shaper unit, some modulated filters and some eqing....
See below.
Hope this helps?

just be careful with those high frequencies! u dont want to damage your hearing without knowing about it. remember noise contains the entire frequency range and can therefore cause some serious damage if not filtered and eq'd properly.

I found in reason 4, thor's voice and quire patches work really well for making a wind noise.
