IMO it could concievably be the sample if Pev chopped it up and pitch shifted it really well to extend the melody
for like 1 second it sounds exactly the same in terms of timbre and everything

i don't think it's where he got the sample from, that's be bare hard to chop such little bits out, but thought it was not impossible for it to have come from same source

I'm sure it's come up before, but spotting the original Truth Dub vocal on GTA V was a highlight, and it's actually a banger.
