Take a fairly heavy but short hat sound and EQ it so that the focus is on the snare area instead of up in the top end, that makes a fairly nice sound

This was exactly what I was going to say.
Also, if you want a different flavour, don't be afraid to use acoustic snares, namely Piccolo snares since they have an interesting high pitched character that would fit Garage very well.
