I have yet to figure out how to make a nice build up the windy kind where it gets more intense as it any tips for fl studio

Most build ups like you are describing are just white noise. Take some white noise, run it through a low pass filter and then modulate the cut off. As the cutoff gets higher it'll sound "windier." If you want to add a "swoosh" try adding some resonance to your filter.

When you've got a good sound, bounce it out and save it. That way whenever you need one in future, you can import directly into the play list.

Bandpass filters work nice with white noise.

And don't just limit it to white noise.
I've got a folder full of 4/8/16 bar sounds - white noise, pad sweeps, random 3xOsc bass modulations, synths etc etc. Run them through several automated events, like the afore mentioned filter cranking, maybe sidechaining to a silenced 4/4 kick, gradually opening flange whatever, then bounce out.
If they're shit, delete them. If they're half decent, save them in a folder somewhere and whenver you need something to pull out to flesh out the transitions in a project, you can just drag & drop.

I was messing the other day and i highpassed the main riff, added camel phat onto it, and automated the bitcrusher only from 0% to 100% and as it gets near 100% you get some weird glitchy sound. i thought it sounded pretty good layered with the white noise build up, like the track was decaying or something. maybe something to try?

Flange sounds delicious on white noise.
And automate EVERYTHING on the riser - delay, reverb, EQ, resonance etc etc

use the same envelope you're using for the riser to increase the wet on phasers, flangers, etc.

bitfuckingcrush and downsampling automation with highpass filter is a personal favourite, or use sends and build lots of effects up to full (delay, reverb, whatever) then switch them all off to give contrast

In FL Studio..
1. Select the 3xOsc synthesizer.
2. Change the waveform to the 'noise' shape.
3. Put 3xOsc on a mixer track.
4. Add > Fruity Filter.
5. Select lowpass or bandpass.
6. Automate the cutoff filter.

OP: Any kind of automation that makes it sound more "epic", is a good choice. Aka, automating lfo rate so that it gets faster (or slower), automating reverb amount, volume, eq frequencies.etc.
